The month of September was a busy time in 28th Judicial District Court, in and for the Parish of LaSalle, with arraignments held, prison terms being meted out, others fined, numerous pleas taken, and other proceedings taking place.
The Honorable J. Christopher Peters, District Judge, presided at the sessions. Also at their regular duties were District Attorney J. Reed Walters and assistants, Deputy Sheriff/Bailiff Tommy Barton, Deputy Clerk of Court Reba McClure and Court Reporter/Administrator Amy Stapleton. September 5
Landen Thomas Breland was present in court on a motion for dismissal under Article 894 on a charge of driving while intoxicated. On a motion by the defendant, with no opposition from the State, this matter was dismissed under Article 894 of the Louisiana Code of Criminal Procedure.
Zackary Cole Brewer was present in court for probation revocation on his original sentence of possession of CDS III buprenorphine. After admitting to the allegations, the Court ordered his probation revoked and he was ordered to serve the previously suspended sentence imposed by the Court, with a recommendation the defendant be housed at an institution that provides an addictive disorders treatment program.
Kendrick O. Curry was present in court on a motion for disclosure of psychiatric history of the state’s witness, concerning original charges of false imprisonment with a dangerous weapon, domestic abuse aggravated assault and domestic abuse battery by strangulation. The counsel for the defendant indicated that all discovery had been provided and the motion was moot. The defendant agreed. On a motion by the State, a final pre-trial hearing was set for October 20, 2023 and trial was set for October 23, 2023.
Earl Hatten was present in court on a motion for a speedy trial on a charge of possession of CDS II methamphetamine. On a motion by the State, a final pre-trial hearing was set for November 9, 2023 and trial was set for November 13, 2023.
Micheal Jackson was present in court on a motion for a speedy trial on a charge of possession of CDS II methamphetamine. On a motion by the State, a final pre-trial hearing was set for November 9, 2023 and trial was set for November 13, 2023.
Courtney N. LaBorde was present in court for sentencing on a charge of attempted distribution of CDS II fentanyl. The Court sentenced her to serve five years at hard labor in the custody of the Department of Corrections. She was also ordered to pay a fine of $2,500.00 and all costs of court. Further, she was assessed $150.00 for the preparation of the pre-sentence investigation. The Court recommended she be housed in a facility that offers an addictive disorders treatment program.
Jesse Cole Nugent was present in court on a motion for a bond reduction on charges of illegal carry weapon while in possession of CDS and possession of firearm by convicted felon. A stipulation was made between the State and the defense and bond was reduced to $20,000.00.
Derek L. Hord was present in court on a motion to recuse. The Court found that there was no evidence to support the motion and the motion was denied. The defense objected to the ruling.
Luke Cameron Book failed to appear in court for trial on a misdemeanor charge of open container. The Court ordered a bench warrant be issued and bond on the warrant was set at $1,000.00. Bond on the underlying charge was set at $1,000.00.
Kayla M. Boothe failed to appear for trial on a misdemeanor charge of dogs running at large. The Court ordered a bench warrant be issued and bond on the warrant was set at $1,000.00. Bond on the underlying charge was set at $1,000.00.
Kyra Deville Boyd was present in court for trial on a felony charge of possession of CDS II methamphetamine and a misdemeanor charge of use of CDS in presence of minor. On a motion by the State, trial was continued until September 22, 2023.
Christopher Brister withdrew his former plea of not guilty and entered a plea of guilty to a charge of driving while intoxicated first offense. The Court sentenced him to serve 10 days in the parish jail and pay a fine of $500.00, plus all costs of court. He was also ordered to attend and complete a driver improvement substance abuse program.
Joni Lee Delaughter withdrew his former plea of not guilty and entered a plea of guilty to a charge of driving while intoxicated by a controlled dangerous substance. The Court sentenced him to serve 10 days in the parish jail and pay a fine of $500.00, plus all costs of court. He was also ordered to attend and complete a driver improvement substance abuse program.
David Paul Smith withdrew his former plea of not guilty and entered a plea of guilty to charge of driving while intoxicated first offense. The Court sentenced him to serve 15 days in the parish jail and pay a fine of $750.00, plus all costs of court. He was also ordered to attend and complete a driver improvement substance abuse program. On a motion by the State, additional charges of careless operation and expired driver’s license were dismissed.
Billy M. Cotten failed to appear for trial on a misdemeanor charge of possession of drug paraphernalia. The Court ordered a bench warrant be issued and bond on the warrant set at $1,000.00. Bond on the underlying charge was set at $1,000.00.
Billy M. Cotten also failed to appear for trial on misdemeanor charges of possession of drug paraphernalia and contempt of court failure to appear at trial. The Court ordered a bench warrant be issued and bond on the warrant set at $10,000.00.
Billy M. Cotten also failed to appear for trial on misdemeanor charges of driving under suspension and contempt of court failure to appear at trial. The Court ordered a bench warrant be issued and bond on the warrant set at $10,000.00.
Jose Antonio Ferrera-Funez was present in court for trial on a misdemeanor charge of battery of corrections facility employee. He entered a plea of guilty to the charge. The Court ordered him to serve four months in the parish jail and pay all costs of court.
Joseph W. Huffman, Jr. failed to appear for trial on misdemeanor charges of misrepresentation during issue of a ticket, operating an unregistered motor boat, contempt of court and felony charges of theft greater than $500.00 but less than $1,500.00 and possession of CDS II methamphetamine. His non-appearance was noted for the record.
Thomas N. Morgan withdrew his former plea of not guilty and entered a plea of guilty to a misdemeanor charge of flight from an officer. The Court ordered him to pay a fine of $250.00, plus all costs of court. On a motion by the State, another charge of improper passing was dismissed.
Maranda Nicole Morris withdrew her former plea of not guilty and entered a plea of guilty to a misdemeanor charge of possession of drug paraphernalia. The Court ordered her to pay a fine of $500.00 plus all costs of court.
Carmon M. Walker withdrew his former plea of not guilty to a charge of driving while intoxicated first offense and entered a plea of guilty to an amended charge of careless operation. The Court ordered him to pay a fine of $200.00 plus all costs of court.
Dominique Walker was present in court for trial on a misdemeanor charge of simple battery. On a motion by the State, trial was reset for October 11, 2023.
September 11
Heather M. Bradford failed to appear for arraignment on a felony charge of possession of CDS II methamphetamine. The Court ordered a bench warrant be issued and bond on the warrant was set at $70,000.00.
Zackary Cole Brewer pled not guilty to a felony charge of possession of CDS II methamphetamine. A final pre-trial hearing was set for February 23, 2024.
Steven P. Brooks pled not guilty to a charge of domestic abuse battery with child endangerment. A final pre-trial hearing was set for February 23, 2024.
Darreyon D. Brown pled not guilty to a felony charge of second-degree battery. A final pre-trial hearing was set for February 23, 2024 and he was referred to the Indigent Defender’s Board for evaluation for appointment of counsel.
Stephanie Butler pled not guilty to a misdemeanor charge of possession of synthetic marijuana and a felony charge of obstruction of justice. Trial on the misdemeanor charge was set for January 10, 2024 and a final pre-trial hearing on the felony charge was set for February 23, 2024. She was referred to the Indigent Defender’s Board for evaluation for appointment of counsel.
Henry K. Bynog failed to appear for arraignment on a misdemeanor charge of possession of CDS I synthetic marijuana and a felony charge of obstruction of justice. The Court ordered a bench warrant be issued and bond on the warrant was set at $50,000.00.
Shanna D. Carrico failed to appear for arraignment on a felony charge of possession of CDS II buprenorphine. The Court ordered a bench warrant be issued and bond on the warrant as set at $50,000.00.
Leslie L. Ford Chapman pled not guilty to a felony charge of simple burglary. A final pre-trial hearing was set for February 23, 2024 and he was referred to the Indigent Defender’s Board for evaluation for appointment of counsel.
Connie S. Clark pled not guilty to a felony charge of possession of CDS II methamphetamine. A final pre-trial hearing was set for February 23, 2024.
Harmon Todd Clark, II pled not guilty to a misdemeanor charge of driving while intoxicated first offense. Trial was set for January 10, 2024.
Delores A. Wooten Coleman pled not guilty to a misdemeanor charge of gross littering. Trial was set for January 10, 2024 and she was referred to the Indigent Defender’s Board for evaluation for appointment of counsel.
Coleton Crafts failed to appear for arraignment on a misdemeanor charge of dogs running at large. The Court ordered a bench warrant be issued and bond on the warrant set at $1,000.00. Bond on the underlying charge was set at $500.00.
Robert Andrew Doughty pled not guilty to a misdemeanor charge of driving while intoxicated second offense and a felony charge of aggravated flight from an officer. On the misdemeanor charge, trial was set for January 10, 2024. On the felony charge, a final pre-trial hearing was set for February 23, 2024.
Christopher Dunn pled not guilty to misdemeanor charges of stalking and tracking devices prohibited. Trial was set for January 10, 2024.
Ami Earls pled not guilty to misdemeanor charges of reckless operation, open container violation, unlawful possession of alcholic beverage by person under 21 and contributing to the delinquency of a juvenile. Trial was set for January 10, 2024 and she was referred to the Indigent Defender’s Board for evaluation for ap- pointment of counsel.
Lacanda P. Earls pled not guilty to felony charges of possession of CDS II methamphetamine and possession of CDS II buprenorphine. A final pre-trial hearing was set for February 23, 2024.
Jenoy D. Fisher pled not guilty to a misdemeanor charge of contempt of court failure to appear at arraignment and a felony charge of possession of marijuana second offense. Trial on the misdemeanor charge was set for January 10, 2024 and a final pre-trial hearing was set for February 23, 2024 on the felony charge. The defendant was referred to the Indigent Defender’s Board for evaluation for appointment of counsel.
Luther Lewis Fisher failed to appear for arraignment on a misdemeanor charge of telephone harassment and a felony charge of menacing. The Court ordered a bench warrant be issued and bond on the warrant was set at $50,000.00.
Devin M. Ford pled not guilty to a misdemeanor charge of open container. Trial was set for January 10, 2024.
Madelyn Paige Ford pled not guilty to a misdemeanor charge of reckless operation. Trial was set for January 10, 2024. The defendant was referred to the Indigent Defender’s Board for evaluation for appointment of counsel.
Shelby J. Ford pled not guilty to a misdemeanor charge of obtain legend drug by misrepresentation or fraud and felony charges of forgery and altering prescription of a CDS. Trial on the misdemeanor charge was set for January 10, 2024 and a final pre-trial hearing on the felony charges was set for February 23, 2024.
Raymond Terel Gardner pled not guilt to a misdemeanor charge of domestic abuse battery and a felony charge of unauthorized entry of an inhabited dwelling. Trial on the misdemeanor charge was set for January 10, 2024 and a final pre-trial hearing on the felony charge was set for February 23, 2024.
Dakota McCall George failed to appear for arraignment on a charge of driving while intoxicated first offense. The Court ordered a bench warrant be issued and bond on the warrant as set at $30,000.00.
Steven E. Germany pled not guilty to a felony charge of indecent behavior with a juvenile. A final pre-trial hearing was set for February 23, 2024.
Brent Jones failed to appear for arraignment on a misdemeanor charge of domestic abuse battery. The Court ordered a bench warrant be issued and bond on the warrant was set at $25,000.00.
Walter Heath Juneau pled not guilty to misdemeanor charges of open container and no driver’s license in possession. Trial was set for January 10, 2024.
Justin Lawrence pled not guilty to a felony charge of illegal possession of stolen things greater than $5,000.00. A final pre-trial hearing was set for February 23, 2024. The defendant was referred to the Indigent Defender’s Board for evaluation for appointment of counsel.
Coy G. McPherson, Jr. pled guilty to a misdemeanor charge of disturbing the peace by intoxication and one count of contempt of court. On the contempt of court charge, the Court ordered him to pay a fine of $150.00 plus all costs of court. On the disturbing the peace by intoxication charge, the Court ordered him to pay a fine of $150.00 plus all costs of court, to run consecutive to the fines and costs of the contempt of court sentence. On a motion of the State, two additional charges of contempt of court were dismissed.
Kameron Meredith pled not guilty to a misdemeanor charge of driving under suspension and a felony charge of theft of a firearm. Trial on the misdemeanor charge was set for January 10, 2024 and a final pre-trial hearing was set for February 23, 2024 on the felony charge. The defendant was referred to the Indigent Defender’s Board for evaluation for appointment of counsel.
Gary Mitchell pled not guilty to felony charges of possession of CDS II methamphetamine with intent to distribute and conspiracy to possession of methamphetamine with intent to distribute. A final pre-trial hearing was set for February 23, 2024.
Jeffrey H. Nowlin failed to appear for arraignment on a felony charge of possession of CDS II methamphetamine. The Court ordered a bench warrant be issued and bond on the warrant set at $75,000.00.

The Court sentenced him to serve two years at hard labor in the custody of the Department of Corrections, of which one year was suspended. Upon release from incarceration, he was placed on three years active supervised probation. He was also ordered to pay a fine of $1,000.00, plus all costs of court. As a special condition of probation, he may pay his fines and costs in equal monthly installments over the first year of his probation. Further, he shall be evaluated by an addictive disorders clinic within 14 days of his release from incarceration and whatever recommendations are made by the clinic will become part of his probation. Regardless of the recommendations made, he was ordered to attend a minimum of one NA meeting per week during the pendency of his probation. He was also ordered to enroll and complete a GED program during the first year of probation as an additional condition of probation. This sentence is to run concurrent with any time he is currently serving.
Cindy Parker withdrew her former plea of not guilty and entered a plea of guilty to a felony charge of possession of CDS II methamphetamine. The Court sentenced her to serve two years at hard labor in the custody of the Department of Corrections, of which one year was suspended. Secel Charles Edwards withdrew his former plea of not guilty and entered a plea of guilty to the following charges: possession of CDS II methamphetamine with intent to distribute, possession of CDS II fentanyl/cocaine with intent to distribute, possession of CDS II fentanyl/ANP with intent to distribute, possession of CDS I marijuana with intent to distribute, aggravated flight from an officer and aggravated assault upon a peace officer. On the possession of CDS II methamphetamine with intent to distribute charge, the Court sentenced him to serve 15 years at hard labor in the custody of the Department of Corrections and pay all costs of court. On the possession of CDS II fentayl/cocaine with intent to distribute charge, the Court sentenced him to serve 15 years at hard labor in the custody of the Department of Corrections and pay all costs of court. This sentence is to run concurrent with the previous sentence. On the possession of CDS II fentanyl/ANPP with intent to distribute charge, the Court sentenced him to serve 15 years at hard labor in the custody of the Department of Corrections and pay all costs of court. This sentence is to run concurrent with the previous sentences. On the aggravated flight from an officer charge, the Courted sentenced him to serve three years at hard labor in the custody of the Department of Corrections and pay all costs of court. This sentence is to run concurrent with the previous sentences. On the aggravated assault upon a peace officer charge, the Court sentenced him to serve two years at hard labor in the custody of the Department of Corrections and pay all costs. This sentence is to run concurrent with the previous sentences.
Joseph W. Huffman, Jr. pled guilty to a misdemeanor charge of misrepresentation during the issuance of a misdemeanor summons. The Court ordered him to pay a fine of $250.00 plus all costs of court. On a motion of the State, the following charges were dismissed: theft greater than $500 but less than $1,500; operating an unregistered motor boat; and contempt of court.
David M. Kendall withdrew his former plea of not guilty and entered a plea of guilty to seven of 11 counts of indecent behavior with a juvenile (Counts 2, 4, 5, 6, 7, 8 and 9), as part of a plea bargain. This sentence is to run consecutive to the previous sentences. On a motion of the State, the four other counts of this charge were dismissed.
